Statesboro has named Assistant City Manager Jason Boyles the sole finalist to replace City Manager Charles Penny, who announced his retirement in June. Boyles has not yet been appointed to the top administrative post.
The City Council approved the finalist selection unanimously on Friday, Oct. 23, following an executive session that lasted more than three hours. Mayor Jonathan McCollar said in a city news release that Developmental Associates conducted a competitive national search.
Boyles has served as assistant city manager since 2018. He earned a bachelor’s degree in civil engineering technology and a Master of Public Administration with an emphasis in local government management from Georgia Southern University. McCollar said Boyles had led major initiatives, worked with Penny on strategic priorities and built relationships with elected officials and regional stakeholders.
The city manager serves as Statesboro’s chief administrative officer. The job includes running day-to-day operations, carrying out policies set by the mayor and council, and overseeing city finances and workforce, according to the release.
The council is expected to vote on Boyles’ appointment at its Nov. 17 meeting, scheduled for 5:30 p.m. If appointed, he would start Jan. 1, 2027.
