Georgia EBT cardholders must unlock their cards before shopping online or using them outside Georgia and its five bordering states, under security rules in place since October. Both types of purchases are blocked by default, so a card that remains locked may not work for those transactions.

Cardholders can lock or unlock a card through the ConnectEBT website or app. They can also call the EBT call center at 1-888-421-3281 for support.

DHS says new and replacement EBT cards are mailed inactive and must be activated before use. Officials say the restrictions and inactive-card requirement are intended to reduce fraud and protect benefits.
