Effingham County commissioners are scheduled to discuss a standardized rewrite of county job descriptions at a work session Tuesday, Oct. 20.
The review gives the county a consistent set of job records for comparing positions, including through its use of a compensation comparison system.
The session is set for 4 p.m. Its agenda lists discussion of the 2026 Countywide Job Description Review and Standardization.
Human Resource Services says it completed the countywide review and rewrite during 2026. The county’s older descriptions had been developed over many years in different formats, and some no longer matched the work or contained current titles, qualifications, reporting relationships or duties.
Human Resource Services reviewed descriptions position by position and asked departments to identify changes to duties, education, experience, credentials, supervisory responsibilities, schedules and working conditions.
The department then checked those submissions against existing county records. Its review also drew on historical descriptions, position information, county policies and input from department leaders and subject-matter experts.
A common format was developed to identify information including job code, department, reporting relationship, exemption status, supervisory role and approval status.
It also separates a position’s purpose from its essential duties and requires qualifications and working conditions to relate to the specific job.
Some material details still need departmental or management validation before final approval.
The county identified questions involving supervisory authority, minimum experience and reporting relationships.
The agenda calls for a discussion; it does not establish that commissioners will approve the descriptions or take another final action at the work session.
Effingham County is using TruComp to compare its positions with comparable public employers. The county’s September report says accurate job information helps make those comparisons more useful than matching positions by title alone.
It also identifies recruiting, performance management, workplace accommodations and employment-law compliance among the uses supported by reliable job descriptions.
